With respect to stray animals and the police -- something that needs to get checked is whether the police are under some sort of time limit -- they have to get some sort of incident closed or else face penalties or censure. To what extent could a responding officer report 'I spent 30 minutes trying to catch the dog, but I couldn't, so I just left things like that'? or 'I spent 4 hours trying to catch a dog, and finally did, and took it to an animal shelter'. Killing a 'believed-dangerous' dog may be good for merit points, futzing around all afternoon, the reverse.

Could a lot of this be avoided if, when people phone the police asking for help with a stray animal, the are told to call animal control instead? Are the people who are calling the police about this unaware of animal control -- or is there no such thing where they live?
